The Metropolitan Transit Authority plans to replace student passes with metrocards. The MTA hopes to save millions by limiting students access to subways instead of allowing free rides.

The Board of Education passed a resolution that would allow the Young Women's Leadership School to expand from a junior high school to a high school in the next two years. Any change would occur after observing the school for a couple of years.

The Upper Manhattan Empowerment Zone should revitalize the neighborhood as over a hundred applications poured in. The zone was almost scrapped in a stand-off between Governer Pataki and Mayor Giuliani. Among the proposals, was that of Harlem USA, a huge retail complex at 125th Street.

Mayor Giuliani ordered new budget cuts for the next fiscal year of over $500 million dollars. The city may be headed for a financial crisis that rivals that of the 70's.
A New York City officer was shot in the head by a gunman while chasing a stolen livery car.
In other police news, a Bronx jury indicted a police officer of manslaughter and intent to shoot. Officer Paolo Colecchia shot an unarmed man in the back as he was running away from the officer.

An arrest was made in the Crown Heights incident five years ago that led to the stabbing of Yankel Rosenbaum. Charles Price was arrested as an instigator that led to the fatal beating. Lemrick Nelson Jr., was acquitted of murder charges in 1992.

The Young Women's Leadership school, an all-girl's public school conceived by Andrew Tisch, has decided to open in spite of various objections by the New York Civil Liberties Union and the New York Civil Rights Coalition.

The New York Stock Exchange is debating whether or not to relocation to a larger space.

Monday, Aug 12 1996
The fourth and last luggage cart from TWA Flight 800 was recovered. There was no evidence of a bomb in any of the luggage areas. Investigators are stumped to the cause of the crash.

Ten people in Chinatown were arrested yesterday for practicing medicine without a license.

Wednesday, Aug 7, 1996
As a result of a cut to the recycling budget, the city will be reducing the number of recycling pick-ups. The mayor's office reports that this should not decrease the volume of recycling.

Tuesday, Aug 6, 1996
An improperly rigged scaffold on a building at 36th and Broadway caused a parapet to fall, killing one of the workers, and injuring three others.

Monday, Aug 5, 1996
The State Legislature passed a budget package last month. Included in the budget package is a one week exemption of state tax on clothing purchases less than $500. This would not exempt local taxes. The week of January 20 is set aside as the week for tax exemption.
